Abstract
The Roosevelt administration does not consider relief a priority at first but comes to realize something must be done to help impoverished people survive. They create a range of relief mechanisms from providing money to relief agencies to creating jobs through the Civilian Conservation Corp, Civil Works Administration; and Works Progress Administration. FDR believes the remedy for poverty is work not relief. When black people discover they are beneficiaries of the New Deal they vote for FDR in increasing numbers.
