Abstract
Japan takes advantage of the European crisis to extend its power in the Pacific. In September of 1940, Japan signs the Tripartite Pact, a loose defense alliance among Japan, Germany, and Italy, becoming what some call the Axis of Evil. Japan wants the resources of the French, Dutch, and British colonies in the Far East. Because of Germany's emphasis on racial purity, the pact is sold to Germans as a temporary marriage of convenience to embarrass the United States and Great Britain. There is little if any trust or strategy coordination between members of the pact.
