Abstract
Japan's aggressiveness against China continues despite United States warnings. Finally President Roosevelt freezes Japanese assets in U.S. and establishes a complete trade embargo cutting Japan off from essential supplies. Japan plans to invade Dutch East Indies to get oil. U.S. intelligence anticipates a Japanese attack in 1941, but they are not sure where it will occur. Japan and the United States negotiate throughout 1941, with a final discussion scheduled for November. Japan only has another 18 months of oil left.
