Abstract
After Germany surrenders in 1944, the war focus shifts to the Pacific. The United States gain victories in Japan, surrounding islands, and in the Philippine Islands. The Special Division that negotiates the exchange of prisoners and civilians under Geneva Convention terms is concerned about the status of U.S. prisoners of war. Many undernourished prisoners are hovering between life and death, however the military is reluctant to allow an "uneven" trade of prisoners that might aid the Japanese war effort.
