Abstract
Roosevelt is dying and leaves his successor Truman uninformed and poorly prepared. Truman berates foreign minister Molotov for Russia's not keeping its bargain at Yalta, but in reality there is little the U.S. can do to compel the Soviet Union to live up to its agreements. Russian forces now occupy Poland and much of Central and Eastern Europe. The U. S. is still engaged in a Pacific war when world leaders meet in Potsdam. During the conference, Churchill's party loses the election and he is replaced by Labor leader Clement Atlee. Stalin demands reparations from all of Germany, but the U. S. insists they only take reparations from the eastern zone they occupy. While at Potsdam Truman learns that the atom bomb has been successfully tested. Some historians believe that at this point Truman feels conciliations are unnecessary. Two speeches by Stalin and Churchill in 1946, and an article by George Kennan make it clear that the U.S. and USSR are on a collision course.
