Abstract
A new American doctrine is slowly emerging. Rather than attempting to create a unified, "open" world, the United States and its allies will work to contain threat of further Soviet expansion, first by political and economic measures then later through military build up. Following the establishment of the CIA , containment is assisted by covert operations. The National Security Council's document 68 presents alternatives to the Soviet threat: do nothing, launch a major nuclear effort, or quadruple defense spending. The U.S. quadruples military spending with the advent of the Korean war. When Russia cracks down on Czechoslovakia early in 1948, there is consensus in the U. S. for containing and stopping the spread of communism
