Abstract
The Marshall Plan, initiated by the United States in 1948, assists in the economic reconstruction of Western Europe. The U.S. also offers help to Soviets in the East Block, not really thinking they will accept and they don't. Subtext to the Marshall Plan is the belief that nations the U. S. assists, a $13 billion investment, will not become vulnerable to communism and the influence of the USSR. Transportation, communication networks, major industries, and urban centers are rebuilt. Never has there been anything like this U.S. presence outside the country's borders after World War II.
