Abstract
The House Un-American Activities Committee begins its probe to uncover subversive activities in 1947. Disloyalty charges are leveled against Alger Hiss, a former State Department official. Truman initiates a program to assess the "loyalty" of federal employees. For the next 25 years every federal employee is vulnerable to full-scale investigation by FBI. When this issue is brought before the Supreme Court by Dorothy Bailey in 1948, five justices conclude the Bill of Rights does not apply to non- criminal proceedings.
