Abstract
Economic growth outpaces population growth by almost ten to one in the years after World War II. The West, in particular, becomes more populous, industrial, rich, and powerful. It is not just the climate that attracts people, it is the jobs created as a direct and indirect result of government spending; pent-up consumer demand, the growth of the suburbs, and defense spending. For the first time in its history the U.S. needs to maintain modern systems of transportation and communication to facilitate military operations. The interstate highway system and national airports that are built also have commercial significance for the private sector.
