Abstract
Inner city neighborhoods are becoming vast repositories for the poor. The city of Chicago with its growing black ghettos is a case in point. For some blacks who are attaining educational opportunities and building powerful black communities in South the 1950s are the best of times. The very things that make America so successful in the 1950s ultimately bring the nation's social problems into sharper focus. As Gunnar Myrdahl, the Swedish sociologist comments: "American affluence is heavily mortgaged." Efforts to pay that debt, in part, propel the nation toward more turbulent times.
