Abstract
The fight against the racism of the Nazis in World War II raises the consciousness of Americans about racism in U.S. society. Black veterans return home with rising expectations, no longer willing to accept second-class status. During the Cold War it is imperative for the United States to win the allegiance of non-aligned nations populated primarily by people of color. African Americans migrate from the south to northern cities where they build a political presence. As business and industry gains a greater foothold in south, the disparity in racial attitudes becomes a cause for concern. Eisenhower is criticized by historians for not being more proactive on civil rights issues. He believes in starting at an institutional rather than a societal level in seeking to achieve change.
