Abstract
Only weeks after Eisenhower becomes president Stalin dies, and the two superpowers begin to edge away from direct confrontation. American policy is cautious in relation to the 1953 East German uprising as the administration initiates a sizeable food program for East Berlin. The Russians seem to realize they will have to settle for an empire that adjoins their landmass. Eisenhower meets with Russian leaders in Geneva in 1955. The Spirit of Geneva calls for more openness across the iron curtain, however the Soviets reject Eisenhower's open skies proposal. The U. S. proceeds with U-2 spy plane surveillance.
