Abstract
Johnson expands on Kennedy's idea of a war on poverty and lays out an agenda for what he calls the "Great Society." In an effort to create full employment, Johnson instigates an $11 billion tax cut and creates programs poor people can use to bring themselves out of poverty. Welfare case loads increase as the inequities are erased and welfare is plunged into crisis. Despite shortcomings of some programs like urban renewal, poverty rates drop from 22% to 11%. The expansion of Social Security and Medicare reduces poverty among the elderly. The Elementary and Secondary Education Act of 1965 provides funding to poor schools that are integrated and eliminates most all-white, all-black schools by he early 1970s.
