Abstract
The Nixon administration attempts to restore balance between the needs of the poor and desires of the middle class, between the power of the federal government and the interests of local communities. In the process, the welfare state expands more dramatically under Nixon than Johnson. He proposes a guaranteed annual income, and supports affirmative action for blacks, environmental regulatory legislation, and federal housing programs.
