Abstract
Nixon easily wins reelection against Democratic Senator George McGovern in 1972. Nixon aims to make significant cuts in federal programs. He also wants to use the power of the White House to impound monies, refusing to spend money that Congress has authorized. Nixon's first impeachment controversy is over this issue.
