Abstract
U.S. dependence on foreign oil reaches crisis levels in the summer of 1979 when instability in the Middle East produces a second major fuel shortage. To determine what course of action to take Carter goes to Camp David, site of the triumphant meeting the year before with Begin and Sadat. In November of 1979, Iranian militants seize the American embassy in Tehran. Initial public sympathy turns to impatience as months go by without resolution of the crisis and an attempt to rescue the hostages fails. When Soviet forces enter Afghanistan to prevent rise of an Islamic government, Carter retaliates by imposing economic sanctions against Russia, canceling participation in the 1980 Olympics in Moscow, and withdrawing Salt II from Senate consideration. Nothing Carter does can stop the growing conservative movement sweeping the country.
