Abstract
Reagan's personal popularity diverts attention from a series of scandals that might have destroyed another administration. A plan arises for Israel to sell weapons to Iran, weapons that the United States would then replenish. Iran would then encourage its friends in Lebanon to free American hostages held by radical Islamic groups. Even more damaging is the realization that some of the money from the arms deal is being covertly and illegally funneled into a fund to aid the Contras in Nicaragua. Since Reagan's scandal involved foreign policy rather than a personal vendetta, he is able to avoid impeachment.
