Abstract
In the early years of Clinton's presidency, liberals eagerly await the resurgence of federal initiatives, but a coalition of Southern Democrat and Republican senators constitute a conservative majority that defeats most plans that run counter to their philosophy. Clinton succeeds on passing the North American Trade act, (NAFTA), and getting a budget passed that increases taxes and decreases federal spending Unfortunately, his administration fails to achieve a major reform of the nation's healthcare system.
