Abstract
Newt Gingrich, a brilliant partisan strategist, orchestrates mid-term victories for Republicans. Major reductions in the federal government are proposed including cabinet departments, federal agencies, and entitlement programs to help finance cuts in federal taxes. President Clinton responds by shifting his own agenda toward the center. When the Republican Congress enacts a sweeping set of policy proposals, President Clinton exercises his veto power, and ultimately the Republicans are forced to back down.
