Abstract
Before September 11, 2001, Americans thought of terrorism as a problem that plagued other nations. In response to the terrorist attacks in New York City and Washington D.C., the Bush administration released a new doctrine in 2002 called The National Security Strategy of the United States. In that document the U.S. redefines what natural security means geographically and how values now play a role in judging whether nations are good or bad, or on the right or wrong path that might induce a preemptive strike. These are the kinds of issues the country will be debating in the years to come, in a future many predict will be burdened by uncertainty.
