Abstract
Professor of American studies and history Matthew Frye Jacobson explains that the debate over immigration is really two debates--one focusing on economics and the other on civic belonging. Professor Jacobson adds that what political figures like Pete Wilson and Patrick Buchanan have said in recent years about Latino and Asian immigrants is exactly what Henry Cabot Lodge and Theodore Roosevelt were saying about Italian and Jewish immigrants a hundred years ago.
