Abstract
Historian Peter Onuf talks about the meeting at Annapolis, convened to amend the Articles of Confederation. While those efforts failed, because not enough states attended and the agenda was too limited, the eventual result was better than anyone could have imagined. "This is the classic story of the movement toward Philadelphia," Professor Onuf says. "It was a good thing that Annapolis didn't succeed, because that allowed these energetic, visionary nationalists to take the next step."
