Abstract
The lack of a clear direction in foreign policy is complicated by the fact that so many people are getting into the act. The president, assisted by the Secretary of State, has a clear advantage when it comes to diplomacy, national security, or armed conflict. But other agencies such as the Justice Department, and the Departments of Defense and Treasury are also involved in the international arena. James Baker and Mickey Edwards emphasize the pivotal role Congress can play, with the Central American conflict between the Contras and the Sandinistas as an example.
