Abstract
In some situations, the world community uses trade sanctions to punish or pressure a country to change. In general sanctions do not have a very good track record, as exemplified by the decades of sanctions the U. S. has imposed against Cuba. The broad-based sanctions against South Africa finally did lead to democratic rule in the country, in part because there were so many countries involved, some of which threatened to withdraw their investments in the country.
