Abstract
Human rights has become one of the dominant concerns in the international political arena. It is difficult to determine whether intervention will be productive or counterproductive. For example, some people say that intervention in Kosovo ultimately led to more deaths and terror because it provoked a Serbian response. In China, the rise of the middle class may have be more effective in initiating change than any outside pressure.
