Abstract
Developing a proactive rather than a reactive foreign policy in an era in which there are a multiplicity of issues requires careful analysis of what this nation's priorities are. Just such a list was developed by the Commission on American National Interests. They included: no use of weapons of mass destruction against the United States, the viability of global systems like finance and energy supply on which the well-being of the U. S. is dependent, the survival of U. S. allies, productive relations with China and Russia, and the maintenance of America's leadership in international affairs.
