Abstract
President Nixon believes the world is safer if the strength of the super powers is balanced. Nixon and Kissinger seize on the economic vulnerability of the Soviet Union to establish trade relationships with the USSR, treating it as a "normal state in the international system." The prevailing idea in Washington is that détente is a new version of containment, a period in which arms control can take place. Nixon and Kissinger, working secretively, prepare for Nixon to go to China.
