Abstract
Because of the geography of the region and because Tijuana's sewage infrastructure has not kept pace with the city's growth, sewage enters the Tijuana River and flows into the United States. At some points, sewage flows directly onto the beach. The construction of an International Wastewater Treatment Plant is the beginning, not the final solution to the problem of water pollution in the area.
