Abstract
Regulations for underground storage tanks concern not the contents, but the structure of the tanks. Potential contamination of groundwater and risk to public health are at issue in the event of leakage of hazardous materials. Part of the issue with USTs is pure numbers. The EPA estimated in 1988 that over two million UST systems existed at over 700,000 facilities.
