Abstract
The journey to improve the quality and sustainability of our country's education, health and public service systems starts with getting connected to interoperable, robust digital infrastructure. But that's just the beginning--an enabling step, really. Next, communities need to establish trusting social networks across departments, institutions, and even across economic sectors. With the great power and scale of today's technology tools, what's required is a common purpose, engaged local leadership and a change management plan. Don't just try to fend off decline or settle for incrementalism. Information technology's proven implementation methodologies can be adapted for large scale, social transformations that can quickly enhance the effectiveness and competitiveness of your community.
