Abstract
The engineering of interoperable systems that involve legacy systems from a large variety of sources and organizations has proven to be difficult for businesses and government agencies. These developments have come to be recognized as involving complex adaptive systems and require new approaches to deal with the complexity. In particular, solutions to this set of problems are not primarily engineering/technology problems. They expand the domain of consideration to address organizational and personal issues. This presentation presents an approach that is based on basic principles stemming from systems science and from strategic decision-making. The approach has been instantiated in a joint offering of the Jacobs School of Engineering and the Rady School of Management at UC San Diego. These schools have created a new and unique high-fee Master’s Degree program for working professionals called the Architecture-based Enterprise Systems Engineering (AESE) Leadership Program. The program addresses the concepts, methodologies, and tools for creating interoperable systems that span a potentially wide range of unintegrated, legacy and new systems. The systems methodology that is fundamental to the program and its offerings posits that complex adaptive systems require an iterative process based on synthesis, not analysis. Consequently, students are required to address a team project that requires the application of the lecture/academic concepts and methodologies to a topic having interest for senior managers in their organization. The team experiences have provided fertile sources of ideas for iteratively improving the program coverage. This has resulted in a program that has been extraordinarily well-received and valued by students and their corporate sponsors.
